Support to Solid Waste Management in Jordanian Communities Hosting Syrian Refugees (support to the designated JSCs and local municipalities at the Governorate of Irbid and Mafraq on developing their organizational capacities related to SWM services

The main objective of the project is to contribute in upgrading the solid waste management at the targeted JSCs: Irbid and Mafraq and local municipalities of Greater Irbid, Greater Mafraq and New-Ramtha by improving their organizational capacities related to SWM services. While Irbid’s JSC need to be supported with performance assessment system/approach and operational plan development as other organizational pillars are being prepared by the UNDP project, Mafraq’s JSC need support in a broader scope to develop an organizational structure, job description, performance assessment system/approach and operational plan in addition to conduct short-term training (few days) to build and develop capacities related to operational plans implementation for both JSCs.

For the designated JSCs, the specific objectives of this part are as follows:

  • Develop performance assessment system/approach and operational plan for Al-Akaider landfill.
  • Develop an organizational structure of relevant departments responsible of providing SWM services at Mafraq’s JSC and Al-Hussainyyat landfill.
  • Draft and develop standard operating procedures (SOPs) for the two JSCs. The SOPs must be prepared in accordance with the capacity of each JSC and it should be applicable.
  • Prepare training materials on operational plans implementation with clear definition of the procedures of the operational plans and conducting two days training sessions.

For the designated local municipalities, the specific objectives of this part are as follows:

  • Review and update the existing organizational structures of relevant departments responsible of providing SWM services for the three designated municipalities. This includes the revision of job descriptions and performance assessment measurements which also might need to be updated;
  • Draft and develop SOPs for the three target municipalities. The SOPs must be prepared in accordance with the capacity of each municipality and it should be applicable; and

Prepare training materials on operational plans with clear definition of the implementation procedures of the operational plans and conducting short-term training sessions (few days).
